Constitution


We, students who live on this planet populated by billions of people, who are aware of being a part of the world community, who feel responsible for the future,
who want to create an advanced democratic socicty and raise the standards of culture and education everywhere on this planet, who are in partnership with all the governments and organizations pursuing the same goals, high ideals such as love, peace, knowledge, accept this constitution.



                                                Chapter 1 The main statutes.

                                                                     Article 1.

"StudentWorld" is a social democratic students State with a republican form of government.

                                                                     Article 2.

The State symbol is a picture of the earth with letters <StudentWorld> on a red band around it.
The State flag is a blue banner with a picture of the State symbol in the center. The State hymn is <Gaudeamus>
The State motto is <Peace, Love, Knowledge>

                                                                     Article 3.

All the power in the state is directed from its people. They do it by elections, voting and through the State organs.

                                                                     Article 4.

To become a citizen of the state, a person has to:
be at least fourteen years old,
study at an educational institution,
wish to be a citizen of the StudentWorld
be registered in the established manner.

                                                                     Article 5.

The power of the state is subdivided into the legislative, the executive and the judicial. The organs of the legislative, the executive and the judicial branches are independent from each other.
A person elcctcd into one of these branches cannot be an elected member of a government organ of other branch of power at the same time.
 
 
                                                                    Chapter 2

                                               The rights and responsibilities of a citizen

                                                                      Article 6

All rights and freedoms generally acknowledged in the world are accepted in the StudentWorld too.
Each citizen of StudentWorld can fully exercise his or her rights granted by this constitution from the moment of his or her registration as a citizen of StudentWorld.

                                                                      Atricle 7.

Each citizen of StudentWorld can take part in running the state, either him/herself or through his/her representatives .
Each citizen of StudentWorld aged from 14 to 35 has the right to elect or be elected into an organ of the legislative, the executive, the judicial power of StudentWorld at any level, and also the right to be elected as a Student rights commissioner at any level.
Each citizen of StudentWorld can take part in a referendum.

                                                                      Article 8.

Each citizen of StudentWorld has to abide by the statutes of this constitution.

                                                                      Article 9.

.Any activity directed toward inciting social, racial, national or religious hatred is prohibited in StudentWorld.
Chapter 3 Federal structure

                                                                     Article 10.

Every sovereign state in which a citizen of StudentWorld lives is a part of StudentWorld as a subject of the Federation.

                                                                     Article 11.

Activities of StudentWorld organs in sovereign states are conducted in accordance with the legislature of these sovereign states.
 
 
                                                                     Article 12.

Languages of sovereign states in which citizens of StudentWorld live constitute official languages of StudentWorld.
The official language of international communication is English.


                                                     Chapter 4 The legislative power.


                                                                      Article 13.

The legislative power system comprises:
Student Councils at the local level;
Student Councils at the regional level;
Student Councils at the federal level.
Parliamentary Assembly.

                                                                      Article 14.

Student Councils at the local level are formed at each educational institution, among those who study at that institution. Student Councils at the local level are elected for one year term.
The number of Student Council deputies at the local level is determined by those who study at that educational institution. The number of Student Council deputies at the local level must be odd and must be at least three persons.

                                                                       Article 15.

The election of the President of the Student Council at the local level is held in two rounds.
In the first round all the candidates running for President of the Student Council at the local level take computer tests designed to assess their level of knowledge. On the basis of the tests results three candidates who get the highest score are allowed to enter the second round.
In the second round citizens of StudentWorld who study at a given educational institution elect (out of the three candidates allowed to enter the second round) the President of the Student Council at the local level in a public vote. A candidate who gets the largest number of votes becomes the President of the Student Council.
 
 
                                                                       Article 16.

Student Councils at the regional level comprise all the Student Council Presidents at the local level corresponding to the territory-administrative unit (territory, state, province, etc) being a subject of the StudentWorld federation.
The election of the Student Council President at the regional level is held in two rounds. The Student Council President is elected out of the number of the deputies of Student Councils at the regional level.
In the first round all the candidates running for President of the Student Council at the regional level take computer tests designed to assess their level of knowledge. On the basis of the tests results three candidates who get the highest score are allowed enter the second round.
In the second roimd StudentWorld citizens of the corresponding territory- administrative unit (territory, state, province, etc, a subject of the StudentWorld federation.) elect (out of the three candidates allowed to enter the second round) the President of the Student Council at the regional level in a public vote. A candidate who gets the largest number of votes becomes the President of the Student Council at the regional level.
The President of Student Council at the regional level is elected for a term of two years.

                                                                             Article 17.

The Student Council of a federation subject comprises all the Presidents of Student Councils at the region level corresponding to the subject of the StudentWorld federation.
The election of the President of the Student Council of a federation subject is held in two rounds, out of the number of deputies of the Student Council of a federation subject.
In the first round all the candidates running for President of the Student Council of a federation subject take computer tests designed to assess their level of knowledge. On the basis of the tests results three candidates who get the highest score are allowed to enter the second round.
In the second round StudentWorld citizens of die corresponding federation subject elect (out of the three candidates allowed to enter the second round) the President of the Student Council of a federation subject in a public vote. A candidate who gets the largest number of votes becomcs the President of the Student Council of a federation subject.
 
 The President of the Student Council of a federation subject is elected for a term of three years.
 
                                                                    Article 18.

The Parliamentary Assembly comprises all the Student Council Presidents of the StudentWorld federation subjects. Deputies of the Parliamentary Assembly elect (out of their own members) the President of the Parliamentary Assembly for a term of three years in a public vote. A candidate who gets the largest number of votes becomes the President of the Parliamentary Assembly.

                                                                     Article 19.

Plenery powers of StudentWorld legislative organs:
passing legislative acts.
passing decisions to spend budget resources.
making federal and regional programs to advance development of the state.
other powers that according to this constitution are not in the area of management of executive and judicial organs.

                                                                     Article 20.

Decisions of the legislative organs are applied in the territory corresponding to the level of a legislative organ of StudentWorld.

                                                                     Article 21.

Only the Parliamentary Assembly has the exclusive right to make amendments to this
constitution.
An amendment to this constitution may be made if it's approved by at least two- thirds majority of the total number of the Parliamentary Assembly members.

                                                                    Article 22.

Each legislative organ of StudentWorld chooses its procedure regulations and takes care of the schedule of its activities.
Legislative organs of StudentWorld can form committees (out of their own members) for reaching preliminary decisions on certain issues.


                                                                   Chapter 5.

                                                          The executive power.

                                                                   Article 23.
The executive power system of StudentWorld comprises:
Presidents of charity funds at the local level;
Presidents of charity funds at the regional level;
 
 
Presidents of charity funds of the federation subjects;
Council of the Presidents of the International students charity fund.

                                                                    Article 24.

The President of the charity fund at the local level is elected at each educational institution (out of the number of those who study at that institution) for a term of one year.

                                                                    Article 25.

The election of the charity fund President at the local level is held in two rounds.
In the first round all the candidates take computer tests designed to assess their level of knowledge. On the basis of the tests results three candidates who get the highest score are allowed to enter the second round.
In the second round StudentWorld citizens who study at that educational institution elect (out of the three candidates allowed to enter the second round) the charity fund President at the local level in a public vote. A candidate who gets the largest number of votes becomes the charity fund President.

The charity fund President at the regional level is elected out of the number of the Presidents of charity funds at the local level of the corresponding territory- administrative unit (territory, state, province, etc being a subject of StudentWorld).

                                                                     Article 27.

The charity fund President of a federation subject is elected out of the number of charity fund Presidents at the region level of a federation subject of StudentWorld.
The election of the charity fund President of a federation subject is held in two rounds.
In the first round all the candidates take computer tests designed to assess their level of knowledge. On the basis of the tests results three candidates who get the highest score are allowed to enter the second round.
In the second round StudentWorld citizens of the corresponding federation subject elect (out of the three candidates allowed to enter the second round) the charity fund President of a federation subject in a public vote. A candidate who gets the largest number of votes becomes the charity fund President of a federation subject.
The charity fund President of a federation subject is elected for a term of three years.

                                                                     Article 28.

The Council of Presidents of the International student charity fund comprises the President of International student charity fund and four assistants of the President of International student charity fund.
The President and President assistants of the International student charity fund are elected by the Parliamentary Assembly out of the number of Presidents of charity funds of the federation subjects for a term of three years.
The President and President assistants of the International student charity fund are considered elected if they've recieved one half of the total votes of the Parliamentary Assembly members.

                                                                      Article 29.

The main objective of the executive organs is to put into action decisions taken by the legislative organs of StudentWorld. To accomplish this objective the executive organs of StudentWorld empower them with the appropriate authority.
 
                                                                    Chapter 6.

                                                      Student rights commissioners

                                                                    Article 30.

The powers of the Student rights commissioners:
To defend students rights.
To help students use their rights.

                                                                    Article 31.

The system of Student rights commissioners comprises:
Student rights commissioners at the local level;
Student rights commissioners at the regional level;
Student rights commissioners of a federation subject;

                                                                     Article 32.

The Student rights commissioner at the local level is elected at each educational institution (out of the number of those who study at that educational institution) for a term of one year.
The election of the Student rights commissioner at the local level is held in two rounds.
In the first round all the candidates take computer tests designed to assess their level of knowledge. On the basis of the tests results three candidates who get the highest score are allowed to enter the second round.
In the second round StudentWorld citizens who study at a given educational institution elect (out of the three candidates allowed to enter the second round) the Student rights commissioner at the local level in a public vote. A candidate who gets the largest number of votes becomes the Student rights commissioner.

                                                                   Article 33.

The Student rights commissioner at the regional level is elected out of the number of the
Student rights commissioners at the local level of the corresponding territory- administrative unit (territory, state, province, etc being a subject of StudentWorld).
The election of the Student rights commissioner at the regional level is held in two rounds.

The Student rights commissioner of a federation subject is elected out of the number of Student rights commissioners at the regional level of the corresponding federation subject of StudentWorld.
The election of the Student rights commissioner of a federation subject is held in two rounds.
In the first round all the candidates take computer tests designed to assess their level of knowledge. On the basis of the tests results three candidates who get the highest score are allowed to enter the second round.
In the second round StudentWorld citizens of the corresponding federation subject elect (out of the three candidates allowed to enter the second round) the Student rights commissioner of a federation subject in a public vote. A candidate who gets the largest number of votes becomes the Student rights commissioner of a federation subject.
The Student rights commissioner of a federation subject is elected for a term of three years.
 
                                                                         Chapter 7.

                                                               The judiciary power.

                                                                         Article 35.

The Supreme public court is the only judiciary organ of StudentWorld.
The Supreme public court comprises all the Student rights commissioners of all the federation subjects as judges.
Out of their own members Judges of the Supreme public court elect the President of the Supreme public court for a term of three years. A candidate who gets the largest number of votes becomes the President of the Supreme public court.

                                                                         Article 36.

The subject under the consideration of the Supreme public court sessions is disputes concerning interests of the whole world or the human race.

                                                              Chapter 8 The budget.

                                                                      Article 37.

The StudentWorld budget consists of donations and resources obtained as a result of business undertakings by the executive organs of StudentWorld.

                                                                      Article 38.

The budget system of StudentWorld comprises:
charity funds at the local level;
charity funds at the regional level;
charity funds of a federation subject;
International students charity fund;

                                                                      Article 39.

Charity funds at the local level, regional level and a federation subject level transfer ten percent of their income to a higher fund.

                                                                       Article 40.

Spending of the resources of each charity fund is done by the President of that fund on the basis of the decision taken by the corresponding legislative organ of StudentWorld.
